I bet I'm a big cause with the updates rule and I am so sorry about this v_v I've spent the last few weeks mostly packibgbfor and moving to my college dorm so I haven't been able to sit down long enough to fairly judge. I was planning to have them judged today, but things came up. Again, I apologize for my extreme tardiness and will attempt to have all my mutatos judged within 24 hours.

If the mutato that a special tail, will the RU's mutato also have the special tail?

Concerning Runner-ups!
If your design has 35 or more finished applications, then you may award runner-ups if you deem it appropriate!
Runner ups should be posted from the MAIN Mutato thread (this one) and numbered accordingly
RU's should resemble the original without being an exact copy. Design alterations as well as color alterations are acceptable as long as the general theme and motifs remain the same.
Only one RU may be awarded per design.
A link to the RU design should be placed in the first post of the original mutato design.
Please award these responsibly. Any abuse of this option will result in a warning and then a removal from the team.

No, RU's will follow the number rules
For example if the Heaven tail has one runner up that happens to fall on #210, then the RU will be a bubbletail C:
If it falls on #209 then it's a flame tail
and if it falls on #225, then it will be a statictail
