You click on a design you like and make sure it's not closed. There's a list of open adopts on the first page. Once you find one you like you simply follow the rules. They will ask
Things you must include:
+Your Username
+Name of the Mutato
++Reason for choosing the name

and then an extra question. Just post on that design board all the information to enter. The best application will get chosen by the artist who made it. If you don't win, you can try for a different mutato. All this information is on the first few posts of this board.

I have a question.

If a person wins a mutato, but they don't want it after winning it, are they allowed to give it to anyone they like(who also filled a form for the mutato) or will the artist choose the next person to give it to?

You just select one of the already made ones by the artists, and once you click on the design you like, they'll tell you what to do in your form and how to win it. c:
