Hey Marmoset, I have a few quick questions for you. ^_^

1) Do the artists' customs count in the three-Keetin limit?

2) Am I allowed to do runner-ups? If so, under what circumstances? Or should I just use my best judgement? (Ex. If it's a big competition and there are two really good forms am I allowed to go ahead and make a runner up?)
