I have a question, If an artist has 2 custom slots for them selfs then also becomes part of the staff {mod} do they get 3 custom slots since it says staff also gets 1 custom? Sorry if this is confusing or already answered >.< I didn't see it.

Staff get two customs just like Artists, no it does not add to your custom slots if you are an artist and also a mod, you only get 2 customs.
