Yep, you can participate, and no, The Crystal Mountains are not a city. The ponies there tend to be mainly solitary^^
While wandering, you coulden't find any eggs, and almost got lost in the storm. But one of the elementals must have been looking out for you, because a trail of eggs lead you out of the mountains^^
