Are GAs allowed to do customs? And does that count toward the 2 creations limit? It's just that I really want to make Canicus a mate, ( ), but I feel like that would be pretty selfish.

Yep, you can most definitely make yourself a custom (the only reason you wouldn't be able to make a custom was if you already reached your Shionnix limit), and it does count towards the two creations limit; but you can apply again next time for the GA slots :)
