what are the age ranges for these guys? Do they grow like humans? Or more like dogs or cats?

A baby jewelie grows up after two months from birth. After that I believe they are considered adults but if you want to call them a young adult after they're born it's up to you.

How do you tell if Customs are open? or are they always open?

Customs are never open all the time.
They open every other Saturday and close on Sunday. They ALWAYS open at 12 PM MT (I'll fix the time gimme a second). For example, this week Guest Artist slots opened, so next week customs open. Then GA slots, then customs again. ^^
