For creating an oekaki contest :

You must provide at least one of the following which needs to be used in all entries:

• A lineart (or part of a lineart for contestants to complete).
• A proper background which features scenery and/or items (Colour-fills and gradients are not considered to be proper background).

If you don't provide something for users to edit, your contest will be moved to the regular Art Contest board.

Since you are COPPA, you will need to edit your picture to include a proper background instead.

Ummmm..... My Java will not work right know XC So I would but, Java right know is not working

Well then you'll have to edit in a proper background as soon as java is working again. The rules are very clear that you need to provide either a lineart or a background, and it isn't fair on other competition holders if you aren't following them.
