Yep exactly so if they changed it with noone prior knowledge then cant be tracked rule no longer applies.

If I understand your question, you can add the preference that you must approve of your donation's newest owner by requiring your permission to be given, then you can choose whoever you'd like to own it.

There's no guarantee that a "popular" CS user will fill out a form for any adoption.

Are you saying that you only want well-known people on CS to be abe to adopt her? If that's the case, you shouldn't donate her here. The Agency gives characters to the most deserving person, not the most popular one.
