Okay, look. You're looking at this all wrong. Derpy may be a little retarded and slow and yes, sometimes stupid at times, so yeah; she's handicapped. How can she make fun of handicapped people, when she's handicapped herself? Your sentence really makes no sense. How in the world did you think she made fun of people? How? I just don't understand.
EDIT: Actually, Derpy just means clumsy. I'm derpy. Trust me. I trip going up stairs. X)
EDIT 2: Some people are telling me Derpy means stupid; others are just saying clumsy. But that's beside the point. How is Derpy offending to retarded people? I still don't understand where you're coming from.
EDIT 3: When you think about it, this is why Hasbro changed her voice. People who didn't know enough about the character just had an uproar about it, and Hasbro changed her voice.

I liked her old voice better; but now it's just this stupid-sounding voice. The original was better, in my opinion.
Anyway, Derpy may be a little clumsy at times; but I still love her. My sister thinks she's retarded; but I don't care if she is or not! I will love her character, even if she's retarded. If she's not retarded, then that's fine too. But if she is, I won't stop loving her any less.
Do you know how Derpy started out? Just as an animation error. It was the fans that gave her the name Derpy; not Hasbro. Hasbro eventually agreed with the fans and named her Derpy, but that wasn't their original plan, as she was just an animation error. But the fans loved her so much that Hasbro decided to give her that one speaking role; and then they had to change it because people were having "problems" with the character. Derpy, as a character, is not insulting to anypony. She's clumsy, and sometimes doesn't think things through; but we all can be like that. That's not being mentally retarded; it's just being a klutz.

I'm sorry, but Hasbro JUST got over a fight about this. Derp is not an offensive word, it is a word you use when you mess up. If I were to trip, my friend would say derp. Disability means disability, derp does not.
