Would there ever been a 0.1 % chance that a albino baby was born in a Example: Blue male and Pink female?

Like how alligators,raccoon,etc loose there pigmenta?

Is it just albino's? that can give birth to them

I believe its only Albinos that can give birth to albinos. I believe this has asked before, but I'm not sure.
