Hm.. If he's not in the old facilety it might has happened that he finished the time machine and he's busy timetraveling.
You could look in the old facilety on the lowest floor (F6) that's were the time machine is. Maybe it's active, but please be very VERY cautionous, he does not like people sticking their noses in his plans. Also, you have the biggest chance of meeting Ossis there.
