One way to is going to Tess's signature. She will have a link to the Help & Support site. There, you may make a thread of some sort. Another way is to PM an Oekaki Moderator. ^^

Although, Lexi does have a good point. I think that maybe this might have been a strange coincidence..

I don't see how that is art theft.

Plenty of people have a basic colored body and rainbow-ish lineart. I have seen a lot of people do it.

Second, this has horns, wings, and it is a cat.

Yours is just a plain wolf.

Plus, there so many people on CS, it doesn't surprise me that usernames are similar. I saw someone with my old username, ~Mango~, And I'm not accusing them of theft. Honestly, I see no problem here.
