for preferences, what we mean is by what you want and dont want to happen with the character such as gender changes or species changes ect.

As one who has a few complex characters, I find the best way to find your perfect fit of a character/design, is by first seeing if it's eye appealing to you, don’t worry what other people think, they are not the ones with that character, so you should like it more than others do.
Next step is to make sure, you yourself can remake those markings and design, as much as getting art for a character is nice from someone else, its even better when you create it on your own, this shows you truly adore that character, and will put some effort into taking good care of them.
Once you're able to remake the markings a good few times, and/or create a bit of art for them, you should have it established that character could be yours, next you should create a good personality to suit him/her and maybe a story for them. [center]
Some general rules even if you don't adopt or donate.
1- No drama, no one wants it, and to be honest it makes you look like a fool.
2- Please note that all the agency staff and mini mods have lives and we try our best to balance both at once. Please don't constantly pest us.
3- There will now be a three strikes rule, each person who posts on the Agency (minus mini mods and staff) have zero strikes, if by the end of the month, you have three strikes, you will lose your chance to adopt, and if more then you will be placed in temp ban.
Things that can give strikes:
complaining/whining/insults
stealing
cheating
changing the title of your reply to make it seem like the agency is still open or anything else

In order for things to run smoothly, there have to be some rules and regulations. ^^ These are divided into two categories- rules for adopters, and rules for donors. Both play a significant part in the everyday function of the Agency, so if any are broken, the results can be banishment and/or being reported. However, we are generally lenient and understanding.
If you change your username and do not Pm a staff member or the main agency account to let us know (after having adopted a character), you will be temporarily banned from adopting for a time period up to thirty days.
If you have donated a character and do not tell us your new username, and in your preferences it says to PM you, this rule will become obsolete because we cannot and do not know how to contact you, so I will personally decide which form wins and what user to give the character/donation to.
These are all free adoptions, but there are requirements. You must abide by all of the donor's rules and preferences in order to adopt a character/animal. The Agency is a median, and I try to let the original donors have as much a say as I do, because it is their creative creation.
1-Please make sure you read everything the donor has put in their preferences.
2- You must fill out a form in order to adopt. Otherwise, your request will be ignored. Do NOT Pm me your form. Post it here!
3- While the Agency is not as tough as Tough as Nails, it does make your chances of successfully adopting a character better if you are literate and write out a long reason, including past, history, personality, excetera.
4- There is an adoption limit. Currently, it is set at sixteen characters. You cannot surpass that limit, and the only way to lower your count is to donate the characters you adopted back. However, there is a two-day wait before your numbers go back down again. This is to ensure that when you adopt, you really understand how important it is to give your new companion an excellent home.
5- This is not first come, first serve. Instead, the best form 'wins'.
6- All animals/characters adopted from the Agency are not to be donated to other similar adoption centers. If you no longer have a need for or just can't take care of your adoption, you must return it here. Also, no adoptions are to be used in art competitions, given to family or friends, or sold for virtual or real money on any site.
7- If a donation has not been added to the kennels, you may NOT post a form for it until it is. Users who break this rule may be banned or at the very least are ignored.
8- Please do not quote or repost your form, even if you edited the original post and want to show the changes. I promise you, I go through every page of the board to make sure not a form is missed. Unless I ask for you to specifically show me it by quoting it again, don't. just simply post a link
9- you MUST post proof that you have permission to adopt the character/pet from the donor, this can be done by screen capping, having the donor post on the thread. if the post was missed, and at least 10 pages has passed, it is up to you as the one who wants the character/pet to quote it so a staff member can see.
10- Getting permission does not mean the character automatically goes to you, others may also have asked for/recieved permissin for the same character. Permission simply means the donor does not oppose to you adopting it if you are chosen by agency staff as the adopter. Even if they specifially say that you may have it, you must still wait for the code drop as the character and code are still under the jurisdiction of the Agency.
11- You must write all parts of the form yourself. No forms with any part of them written by anyone else, regardless of whether you paid them or not, will be deemed acceptable.
This means you may not order backgrounds from shops.
12- You may only try for ONE pet/character at a time (one per code drop). As soon as the code drop is complete you then you may post a new form.
13- If you complain about not receiving a character/pet from the code drop, don't complain or spam the person who had gotten them, or the Agency. This will result in an automatic ban.
14- Any pet/character that has been donated a day or two before the code drop will be saved for next weeks drop, for example if a character/pet was donated on Thursday and the drop is Friday, that character's code will be given out the next week, giving all users plenty of time to make forms up for that character.
15- Do not complain if you missed the code drop. We usually tell when we're starting, and the code drop is always on Friday night, unless said otherwise. You all know when is the code-drop, you have a whole week to work on your forms, just be in time.
16- if we find out that you have used someone else (weather paid or not) to create a story/personality for the character you are currently trying out for your submission will be ignored and you will be placed on temp ban. if we find that you have used someone to make a story and personality for a character and you used that (and won) you will be placed on temp ban.
So you want to donate? Well, there are a few things you should make sure before you do.
1- Do NOT under any circumstance donate a character/animal that you do not own nor have the right to donate. This is considered art theft and is reportable.
2- Do NOT use lineart that is not for free use or without showing the link back to the original on Deviantart that shows it is for free use. Also, donations that were not adopted from the Agency prior to being put up here that are just headhsots or partial pictures of the body will be ignored.
3- No donations based off of CS pets, Wajas, or made using 'animal-makers' will be accepted. They will be ignored.
4- On the donation form where it says preferences, this means what conditions you have in order for your donations to be adopted, such as 'must keep original name' or 'must stay female'.
5- Once you have donated a pet to the Agency, you can take it down by PMing me with the request. Also, be aware that many people make revamps of characters that have been up for too long or need a new look to make them attractable to adopters.
6- If you donate a character and then donate on another adoption thread, you character will be taken down.
7- You must state on whether you wished to be PM’d when you donate.
8- No extreme rules, such as “no name changed, no marking changing, no mates, no pups, no role-play, no add-ons, no outside CS use unless, no gender changing you get my approval and you have to keep the original story line with blah blah, and you have to...”
Don’t go over board, remember, this character will have a new owner, you either keep it or you take down a few things. On past accounts pets/characters that have this many rules rarely if ever get adopted.
9- If a character has found a home before the code drop has been completed you must inform an Agency staff about this. If you don't and the character has found a home and you didn't tell a staff member about the new owner, you will be subjected to ban.
10-Please do NOT donate a character that your are currently trying to find a home for. For example, if you donate a character to the agency, and at the same time asking around (to friends or who ever else) then this could cause a problem, (see rule 9).
1- Revamps may either be posted or pm’d
2- If a character/pet has been revamped within 2 months, they may not get another until the first of the third month
3- Please read on the artist/donor preference, to see if they character/pet can be revamped.
4- When revamping, please get as close to the pet/character as possible.
