It depends on the individual design, really - if it's well-thought-out, has a distinct cohesive look to its design (that isn't 'sparkledog', 'gloomdog', etc) and doesn't have highly unnatural accessories (iPods, headphones, legwarmers, etc) or unnaturally big hair, it will often be accepted. Clashing colours and random designs that don't look like much effort went into them won't be, but colours that are simply bright aren't necessarily classified as 'sparkle'. As an example, Arancio (on left, owned by Emmaishere) and Sherbert (owned by Applefiend) are bright but not sparkles by our donation rules, because they both have cohesive designs and their bright colours don't seem out of place:
