The background isn't really optional unless you have enough written in the other sections to really make up for its lack, and art usually won't count in place of a background, either. ;3 Basically, if there's any competition for the character you want, you aren't likely to win without a background, although it has happened on occasion.

If it's won fairly and especially with competition, I think those that already have smilis are perfectly entitled to them. After all, the purpose of TaN is for the adoptable to go to the best owner, not the person that doesn't have one already. If the person that doesn't have one already wins the smili, then good on them: now they have a smili. If someone that already has one wins the smili, it means they were able to beat those that didn't in a competition of creativity.

I'm sick of this bias against those with smilis.
