I'll admit that judging writing is a bit more tricky than art, but really it comes down to the exact same principles. The way I see it, art and writing are fraternal twins XD Essentially the same but looking very different.

You'd judge art on what?
-feeling
-effort
-emotion
-quality
-relevance to the species
-Interest

It basically is the exact same thing for writing. When reading it you simply go:
-Is there feeling and emotion in this piece?
-Did they put effort in? (not a five minute short story with many spelling/grammar errors)
-Do they give good emotion and capture the behaviour of the dream walkers?
-Is this a quality story/poem?
-Is it relevant? (not about pink floofy unicorns prancing around a meadow of posies)
-Is it interesting.

From there you have a point system. I'll just give an example to make things easier XD

Lets say that each piece can be worth up to 6 points (one for each category)
If someone seems to fill all six categories well then they get 6 points.
If they didn't do so well in one (or more) categories you simply deduct the points.
I think that would make it the easiest and most fair, but again this is just my own random idea XDDD
