Regarding the new art option, your drawing(s) will be judged in a similar manner to the form, so creativity and personality are the most important things to convey in it. :3 Artistic skill isn't a huge factor so long as the drawing is 'readable', so to speak - as with the written part of the forms, a creative idea will usually beat out something that is beautifully done but lacking much creativity. As with the background portion of the form, if you draw something for the character, use it to show who the character is. A standard headshot won't get as high a score as a scene of the character interacting with its environment, responding to something, etc.
With the adoption limit, that's a question that's come up often (and with increasing frequency as more people near or reach it), so we might come up with something. If we do, it probably won't be a 'prove use of other characters' rule, since people use characters in different ways that might be hard to show evidence of.
The new adoptions will be gathered up pretty soon. ^^
