I think it just means that, rather than the part of the mane at the join between the orses neck and back being the longest, the forelock is. Not that the mane goes to the left or right side. ^^

What i was trying to describe wasn't which side of the neck the hair lays it was in what direction the hair will go and always stay which is forward toward the horses face.
