Looks like he's stolen some of Saturn's rings. Excuse the lack of creativity and that thing hanging off his tail ring is supposed to be Saturn. xD
Edit: I had to clear up that haze around it, as it looked awful and messy.
Sorry if the rings look too neon-green.
Edit 2: Added odd colored eyes :3 Anything you want changed, just ask.
Edit 3: I decided to make the shading a little darker.
