Thanks! Here how:
Step 1: Click on the layer you want, so its gray.
Step 2: Go up to the bar with file, edit etc. Click on Layers.
Step 3: Use Duplicate.
Step 4: If you want it flipped, go to Effects.
Step 5: Flip Horizontally.
Step 6: If you want to move it, go to the pallet with the tools and use the blue arrow pointy thing.
