Aiyyoh, still not working? Try making the "NO more suggestions at the moment! Suggestions are closed!" bigger and putting it up top where it's the very first thing people see. Like, font 250 or something. And then leave three lines of space between it and the welcome sign.

If that doesn't work, then people just aren't reading the rules or first post at all, and that's not good.
