Well, I want to say Four-in-hand because it looks like someone else is sitting on the back.. but then there should be four people on the carriage. Might be another carriage or something though, so maybe it's chuck wagon racing.

I don't think it's driving because they usually only ever have one horse on the carriage, when in this image there's two.
