It's much easier to get a cat to trust you when it's young but it's not impossible at an older age either.
Ok who feeds him? Yes like a boy, a way to a cats heart is through it's stomach. So whoever feeds him most likely has the best chance of being bff with your cat.

With all of my cats I would let them smell my hand before I pick them up this lets them know who's picking them up. Even though my cat totally knows who I am and trusts me I still do this to see if she wants me to pet her or something. If you put your hand down and he sniffs it then kinda walks away rubbing slightly against you then he's just getting your attention, you can choose to pet him or not. If he stands there for even a couple of seconds then he's expecting you to scratch or pet him, especially if he points his butt at you with his tail up high. If he runs away when he see's you... the way to a cats heart is through it's stomach.

For the ticks I advise some kind of medicine then you wouldn't have to take them off.
As for the dog... some cats are just naturally defensive at birth, meaning that they may never get along. It helps if they grew up with dogs.

And also... if he doesn't trust you then he definately won't trust your dog. So if you gain his trust maybe he'll start feeling more comfortable around your dog.
