The only way they can win before everyone else has drawn is if they get an exact eleven, which is supposed to be rare.
Usually it is rare. Just the last two times have somehow managed to get elevens.

I could add more rounds to each game like I originally planned, instead of having only one round. The only problem with that is it makes the game much, much longer so people tend to lose interest faster. And if someone loses interest and stops drawing cards then I either have to disqualify them or remind them to draw cards....
