Adopts are not open right now. The round was closed last night, meaning Octo hasn't had much time to judge. Also, Tiki would need to update the kennels before the new round can open.

I'm not sure if I understand you correctly, but if you mean reserving pets with forms in for them, then no. If there are forms in, the forms will be judged and someone could win those characters.
