Yes; however, Tiki doesn't edit the kennels and put in new donations/take out adopted characters until after each code drop. That way, she needs to only edit once.

If the third person has an acceptable form, that's a very likely occurrence. Nothing automatically leaves here, with only a few exceptions.

At this point, I'd say no, because Octo might be judging at this point. I'm not sure.
