So what if we didn't have any competition but we're not in the code drop? Do we change the form and keep re-entering until we do win? I'm a little confused.

If you have no competition, then if your form is at POH standards, you will win. No doubt
If it isn't, then yes, you have to edit/add more to your form until it is.
