I think it's likely they are trying to pinpoint the average value and may need more trade data, values can be inconsistent with demand etc. Though UR flower dragon seems to be traded for around 3.5/35 MA to 4n/40MA if you were looking for a rough estimate until it gets an official placement here.

when it first came out, people were paying 3-4 nons. then it dropped and was 3-3.5 nons. then it went up again and was 3.5-4 nons again. now i’ve seen some priced ridiculously high at 4-4.5 nons. until it stabilizes and stops jumping around like this, it’s hard to list a value. because if you look at it based on the data we have, its value could be anywhere from 3-4.5 nons. once it starts trading closer to one value and not bouncing around so much it will be easier to know what its true, fair value is.

I think it's been solid 4 nons for a few months ago, like since May of last year. 4.5n is just trying to extract more value out of it (maybe with lower demand pets). I haven't seen it going for 3-3.5n for a loooooong time.
