I don't think he's that arrogant - he's aware he has flaws, and may not even be allowed in his own perfect city. But it does take some self importance to believe he can solve all of a society's problems and be the gatekeeper of a 'perfect' person
For his name I was thinking Caspian Sea but also realised its really close to Casper xD perfect name!
