Since the tiers are based on rarity change date, I don't think they're going to be moved. It's likely that the horses are a bit more popular since they're natural colored and are in locked collections. It seems that people who like to collect the horses, really like the natural colored ones. I know people like natural colored pets of all species, it just seems especially true with horses.
I got a closer look at the updates and I saw that the 09' Christmas tree is colored on the non-pictured list, but not colored on the pictured list. I think the tree is in a weird position where its demand sharply rises around the holidays, though I agree that it should be colored.
