It's generally one every 24 hours, or per litter release c:

So, say the same litter is up from before. You adopted from it when it was first released, but it's been three hours and there's still pets available. You would be unable to adopt from this litter again until 24 hours has passed since your first form. After that 24 hours, should any remain, you could post another form!

But! If the first litter is completely adopted, and a second one goes up soon after, you will be able to adopt from that one! Though usually litters are spaced out by about 2-3 days c:
