That's a shelter Sweeten and it came from the cake litter some time back.
Only one person can adopt a Sweeten, this Sweeten is intended to go to the first person without a Sweeten that claims it.

You send Splotches into the forest and they leap into the cluster of trees with excitement.
A few minutes later, Splotches appears from the undergrowth with a colorful egg in their mouth. You take the egg and open it up. Congratulations! Inside was a blue ticket!

You can use it whenever you'd like as long as customs are open!
