The Oekaki is for art made on the Oekaki. Not FireAlpaca or GIMP or whatever else you may use. That is the rule, and that has always been the rule, as long as and before I became a mod over six years ago. We have not changed it on you. If you want to share are not made in the Oekaki, that stuff goes in the Art Galleries board.
If we don't immediately lock something, it's probably because we haven't seen it. We can't be everywhere and see everything, we have jobs and school and lives outside of CS, too. We're volunteers, doing our best to help a site we love stay in order. So if you see a cover Oekaki, you should be reporting it instead of just making a list of stuff we were too busy elsewhere to spot and lock, then try to use it against us for whatever reason, lol.
I'm going to stay out of the c4c argument, as I don't find myself over there terribly often. I focus on other areas of the board, personally - but there are no exceptions to the cover rule other than the Milestone Adopt exception - granting closed adopts the use of covers solely in the event of a big milestone, like the 100th adopt in the species, but they really do need something on the canvas itself to keep it from still falling in the spam category. They're special, we understand that. But that's it, there is no other reason we'll allow for these things.
Is there an issue with posting non-Oekaki C4C responses on the original thread? Similarly to how Competitions work - Person A owns a thread, Person B posts on their thread with an entry or response to their challenge, and Person A responds back on the same thread with their response. Either that, or going to PMs would be fine. Not being able to make a thread because you can't use the Oekaki isn't the end of the world and doesn't mean you can't participate, as far as I know. But, like I said, I'm not over there terribly often, if there's a good reason why that won't work, I'm open to hearing it.
