I'm not going to bother thinking over this and just give you an immediate answer.
My answer is going to have to be no to her being a Noble since there are some very clear flaws with the information you've given me, and some things just won't work. You can find an explanation on why below. I'll be separating my explanation into two parts since there are two questions and two main points.

Reason 1 - No Nobles/CouncilMembers:This is one of the things that doesn't work. There currently aren't any Nobles/Council Members. The only ones so far are the concepts I have for the Royal Family and other families related to them in sone way, and they can't really be counted due to how underdeveloped they are.
Reason 2 - Unsure Lineage and Relations:When the Staff do make Nobles and Council Members there is only a chance that one of them would be willing to work something out with you to make your character related to one of theirs that is a Noble or Council Member. This might work out for you, but it might not work for you, so due to the extreme unsurity I can't give her the position.
Reason 3 - Unincluded SpecificationIn your answer to Question 2 you said "She still has her wealth from being a lawyer" which makes it seem like she also is/was in association with the Royals at one point and still has her wealth and/or power. You never included anything in your answer to the first question saying anything about this. Both Question 1 and 2 have to have the same information: what group(s) she's in. Being unclear with both like that could mess things up in the future since you don't have anything about yours character set in stone and laid out clearly for people to see and understand.

Reason 1 - Unanswered Parts of Questions:I asked "If they're related to someone then who and how" and you only answered the "who" part and not the "how" part. This also ties into Reason 1 and Reason 2 in Part 1, there are no Nobles/Council Members and when some are made people might not want to work with you to make your character related to their's.
Reason 2 - Weath, Age, and Occupation do not line upThere is no way that she got a job as a lawyer as a Teen (or younger), built a good enough relationship with the Royals to be associated with them, and made enough money to retire by the time she turned 22. It's just not feasible.
If she got accepted into a college when she was younger she had to have been at least 15 years since, while a Teen
might be accepted if they're smart enough, a Kit definitely wouldn't be accepted. Then, she'll probably need to do at least 7 years of full-time studying in order get her degree. Which that would put her at 22 years of age already if she did 7 years. Then she'd need to go look for a job, get that job, and start whatever they want her to do. Then she'd need to get good enough to have a Royal notice her, and she'd have to work on building a relationship/association with them before trying to get them to consider giving her the position of Noble. That would take at least 10-20 years, maybe more, if she's even able to gain their interest and trust and maintain it. She'd also have to work and put away enough money to retire with enough money to at least live somewhat comfortably. I'm assuming you're saying she's retired from how you worded things.
The timeline you've given isn't feasible, it's impossible. Even for a Human it's impossible.
Conclusion:It's just not going to work out. There are details missing, details that don't work together, and some unsure points. If some things were added to and changed then I'd consider it, but this won't work out.
I'll give you 1 chance to change things and try again if you want to. If that edited version also doesn't work or I end up rejecting it I'm not going to give you any more chances to make this character a Noble, at least not for a while. If you don't want to try again or it doesn't work out you'll need to choose a Public role for her.
