(yes it is!! ^^ i had an idea he was like a,, doctor in the crew or somethin,, and the blue lines on his mask was paint because they called him a "witch doctor")

Also here is your character! I sorta went with a fluffy dragon but with the raccoon stripes on the tail and their eyes there is a little resemblance of the face mask raccoons have aha.

I hope they are okay and lmk if you'd like any changes or want me to redo 'em! (I also hope the colors are okay, but if they aren't I can 100% change them!)
