you do need both to start !
to find the list of approved starter/partner pokemon, go to the starter+partner thread.
you can ask someone else to make your starter/partner for you, if youd like ! some people will charge, others will do it for free.

As of today, by admin vote: There will be certain restrictions to breedings! a small pool will be barred due to uncomfortable circumstances: "Baby pokemon" cannot breed (this is not stage 1, this is pokemon specifically listed as a baby, if confused, please look it up!), and Phantump (Phantump is canonically a child! Even if developed as an adult, its a bit off). Thank you!
