This is Niantic we're talking about. They release Pokemon slowly, looking at Eevee's evolutions. Didn't know that ! had been released? I live in a small town, and I have been playing little over a year now, not since the beginning. Can't afford to get tickets to the Safari Zone events, let alone travel. I do travel with relatives just to see nieces and nephews, and that is just a less than a handful of times each year.

That's why I was asking, it could've just been a misunderstanding from how you worded it. :3
They release Pokemon mostly by Generation (with Meltan/Melmetal being a complete different topic), we're getting the first Gen 5 Pokemon next week. The only Pokemon that get a way slower release are legendaries/mythicals and special Pokemon like Smeargle or Kecleon.
The events are all over the world anyway, I doubt many people have had to chance to visit even just a handful of them.

Serebii.net has a very nice page related to all unown events in PoGo, you can see which one was released when and where.
So far only Q has never been released, followed by Z and ? only once.
Whoever owns a Q must've gotten it from the wild.

Are strong Pokémon harder to catch than weak ones?

Some pokemon has a higher chance to flee, but the higher the cp, the harder they are to catch. Don't take my word on it though.

This is true! Also, depending on the rarity of the Pokemon it may be harder to catch as well! (Ex: rattata and pidgey are easy to catch, but Vulpix are a bit more difficult!)

I'm glad for this Water Festival. I went from slightly under 100 Magikarp candies to 34-something candies. Need little over 50-something Magikarp candies left. Also Pinap Berries are helpi g alot. Hope that I can catch a shiny before it ends. Also I am visiting family, and when I travels out here, I was finding Magikarps, now I am barely finding any.

I’m happy to see that it isn’t only me that struggles to catch strong Pokémon!

With this is mind, is it easier to catch strong Pokémon with better Pokéballs?

@princess Niichea - Yeah! You can also use razz berries and they should make it easier too!!

@Kiwani - I’m also enjoying this water event! I got a ton of magikarp candies and am still on a lookout for a shiny! I wish you luck with your search!

Look at the colour of the circle - it goes from green to red.
Green is very easy to catch and red is very hard.
Berries and better balls definitely help, you may see the colour of the circle change from red/orange to yellow/green on some pokemon. Sometimes the change is pretty subtle.

Try choosing different balls when you see a Pokemon and you'll see it change.

I mostly use Pokeballs when the circle is green/yellow and change to super/ultraballs when they're orange/red. Depends on the Pokemon.

fyi - this can also help with tasks like "do x great curveballs/throws" - I click on hard to catch Pokemon like Aipom, Snorlax, Onyx, Vulpix and then use no berry and just Pokeballs. Most of the time they don't stay in the ball and I can try again. :'D

Today I was at a High's (a 7/11 type of place), and a 700+ or 600+ (I can't remember exactly) CP Bulbasaur popped up, but I only had about three normal Pokeballs and no berries.

I knew I couldn't get it, so I didn't even try until my mom encouraged me to try (she even told me she knew for sure I would get it).

I got it on my second Pokeball. (^ U ^)
