I live in a small town, and I have been playing little over a year now, not since the beginning. Can't afford to get tickets to the Safari Zone events, let alone travel. I do travel with relatives just to see nieces and nephews, and that is just a less than a handful of times each year.

This is true! Also, depending on the rarity of the Pokemon it may be harder to catch as well! (Ex: rattata and pidgey are easy to catch, but Vulpix are a bit more difficult!)

I’m happy to see that it isn’t only me that struggles to catch strong Pokémon!
With this is mind, is it easier to catch strong Pokémon with better Pokéballs?

Green is very easy to catch and red is very hard.
Berries and better balls definitely help, you may see the colour of the circle change from red/orange to yellow/green on some pokemon. Sometimes the change is pretty subtle.
Try choosing different balls when you see a Pokemon and you'll see it change.
I mostly use Pokeballs when the circle is green/yellow and change to super/ultraballs when they're orange/red. Depends on the Pokemon.
fyi - this can also help with tasks like "do x great curveballs/throws" - I click on hard to catch Pokemon like Aipom, Snorlax, Onyx, Vulpix and then use no berry and just Pokeballs. Most of the time they don't stay in the ball and I can try again. :'D
