Do we need to already have one to breed an NPC with another NPC?
Also, is there a form I need to fill out for the NPC breeding or do I just say like "I would like to breed NPC 7 with NPC 10!" ?

you may breed two npcs together! you do not need to own a chyro to use the npcs.

and, there is a breeding form on the first post! however, you must wait for an artist to open breeding slots in order for you to post a form/breed chyros.

the npcs are open to be bred far into the forseeable future! we have no plans to shut them down.

free starters closed at 100 chyros, that may be what you are recalling! we have not yet reached 200 chyros (currently, we are at 120) but even then, there are no plans to retire the npc breeders, no worries.

and just to check: i don’t know how many pages ago i posted a breeding form with two npcs...but my breeding is still getting done, right? i’d also like to know which artist is doing it, so i can pm them if I think it’s still taking too long. i had a problem on another adopt, with a breeding which still hasn’t been done...i have to go pm all the other artists, because the one who claimed the breeding never answered my pm

i am the one doing your breeding and yes, it will get done. i simply work on chyros in between my paid work, and ive been very busy offsite and offline lately.

they very much are a thing, though our staff team is small, and we all have other responsibilities, we work on bringing chyros to life when we can. i've been working through the breeding requests i had taken on, for example, now that i've found the time. and i plan on opening more breeding slots later on in the future. we simply can't be as active as some other ARPGs with a staff as small as ours is, i'm afraid.
