each user has one free slot to each npc (so 10 free breeding slots in all). your number of chyros has no bearing on this. a "breeding slot" in this context simply means "permission to use a specific chyro in a breeding". so a breeding slot to NPC 10 is a one time permission to use NPC 10 in a breeding. It is the same with any chyro you do not own. if you want to use someone else's chyro in your breeding, you must have permission, a breeding slot, from them to do so.
all chyros may breed based on their experience level. so you may breed two chyros you own as much as you want, as long as you and the chyros are off of cooldown, they both have not reached their max number of breedings for their level, and both of the chyros have completed at least one alpha rite.
when getting a breeding slot from another user, they may ask for a stud fee for using their chyro. this is for you and them to figure out, between yourselves. the payment for using an NPC chyro from the second time onward is a stud fee. there is no required payment for breeding two chyros, you only pay if and when there is a stud fee involved.
