It means all the blue eggs were collected, so everyone with a blue egg can still exchange them, but there are no more blue eggs and therefore no more event voluxes to collect. Judging from previous comments on the subject.

I think they'll be clearer when the event is completely over and we have still seen an egg or two recently, so maybe a couple more?
