Anyone can participate, but your MYO cat may not be your founder

If you don't have a founder yet, you must post a founder form and a clan thread

If I have a founder form posted and waiting to be claimed, and I have a Clan thread already pre-made, am I allowed to participate? Or does the founder form need to have been claimed and the cat created first?
