I dont use a website, I use photoshop.
If you have a PC, you can download it for free.
Or you can go to the Oekaki forum, download the Java... script... thing, and color it on there.
I can try to give you it now, but my computer's being dumb.

ok lemme get the lineart, then I'll explain.

there's the lineart.
First copy the lineart.
So then what you do is go to File, and press the one that says New. At the top it has a few buttons. Go to layer, select New, then paste the lineart onto the new layer. After that, you will have three layers. The backround, the empty layer, and the layer with the lineart. Delete the backround layer (the white layer,) and color in the empty layer where you want to color in the dracal.
After you have it exactly how you want it, save it to PNG.
Then go to tinypic.com and upload it. Select the second code it gives you after you've uploaded, then paste it onto here.
try to do that.

you can make the brush size larger or smaller by going to the top where it has a box that says brush, then a number. If you scroll the thing to the right, the brush will get bigger, to the left, it will get smaller. Same thing with the eraser.
If you want anything to glow, make a new layer between the lineart and the layer you're coloring in. Then color anything you want to glow and go to the top where it says layer again. Go down and pick the option that says layer style, and pick outer (or inner) glow. YOu can experiment with that too.
