Nope.
But if you have Java technology (or you can download it) you can use Oekaki here on CS.
You start out with one layer, then you add another layer, and draw on the second layer. Then when you're all done, you delete the first later (the one your drawing isn't on) and save it.
If you can do that I can tell you how to color it in later.
