I think it's technically fair for both sides. The bottom might be over by the '10 uncommon? I personally wouldn't accept it as the demand on the horses might not be the greatest, whereas the zodiac has good demand. But that's just me, it's up to you to decide what you'd prefer in this situation.

This trade is unfair to the top by 1 2017 Uncommon - if you value 1 Rare at 2 Uncommons from the same year.
As the top side adds up to 2 2016 Uncommons + 1 2017 Uncommon.

If you value 1 Rare at 4 Uncommons from the same year this was unfair to the bottom.

Highly unfair to you, the nonjewel alone is worth nearly 2000 of those dragons theoretically but quantity has its own value and no one would literally give you 1500-2000 09 rares
The Holly is worth 5-6 09 rares or a tier swap. I know the PPS dragon-cat has fairly high demand but I'm not sure to what extent, I personally would not trade more than an 09 rare for it.
