Maybe every token has an equal spawn rate of 1/25. Or, if you only count groups, 1/4.
But they don't have an equal occurrence rate. You can't just count groups.
Not when one group has TWELVE tokens. That's 12/25 chance. Not 1/4.
So the chips have a 4/25 chance of spawning from a banner. Again. EVERY token can spawn at the same rate. But since one group has so many more of that type of token, it makes the chip group harder to find. And given that the chip group has a randomly won race game AND a golf game that pays out baby exotic birds, and the fact that there are 25 tokens, and 4 are coins, it's not equal.
At all. This is a weighted average. There's 4 groups, but 1 group has more "weight".
If I throw 12 fruits and 5 seeds and 4 seedlings and 4 coins into a bag, you are still going to get the coins (and seedlings) less. It doesn't matter what you're using them for. Doesn't matter at all. It doesn't matter you really only need one or two. It matters that there are 21 other items I'm more likely to pick out first.
And there's nothing wrong with making some tokens more rare in turn making some pets more rare.
But it does become a problem when there's so many things you can get as a payout. Over a dozen items and a handful of pets that you have can always get duplicates of every time you happen to find a coin from the banner. Of course you can trade. But when you take into account that some items and pets have their own rarity spawn rates, it becomes less a game and more a grueling job stretching sometimes into months after the game begging people to trade some object because a rare 4/25 token you used on a 1/3 chance game didn't give you a 1/4 or 1/13 pet or item.
When you have 3 NPCs asking only for chips, and there's only 4 chips out of 25 tokens, that's not equal. That's a 4/25 chance you get a token.
There's 4 chips, 4 seedlings, and 12 fruits and 5 seeds, making 25 tokens.
3 games require only chips [Camo x2, 1 for the pool, 1 for golf]

The min amount of chips you need for Camo, provided each time you get a new outcome = 8 to account for the hair
The min amount of chips needed for the race to get ALL goods provided you get new ones each time = 11, doing 4 fist places and 6 second places and one third place.
The min amount of chips needed for golf to get all undetermined, but let's say 2.
There are 4 chips of 25 total tokens.
Chips = 21 minimum
The min of tokens for Harold AND Lloyd = 18
There are 17 fruit or seed tokens of 25.
The min number for the Spirits = 12
The min number for Carica = 12?
There are a total of 9 tokens allowed for these NPCs out of 25 tokens.
Seed/ling minimum = 24
The min of tokens for Harold for seedlings only = 9
Assuming every time you click the banner and get a different token, it would take you 8.3 hours to get one of every token. Basing this time, off of the number of tokens, we can figure how long it takes to get everything at the utter bare minimum:
Likewise, 8 hours to complete all the chip games. 8 Hours to get all from Carica and the Spirits. This is all assuming every token we get from the banner and every pet/item we get is new.
There are too many tokens. This is too many tokens. The Medieval Fair was a perfect game imho. A few more items and pets would have been more than welcome. But this, this is excessive. This is a full-time job. And there is bound to be more to the event requiring more tokens.
No, games shouldn't be a hand out. Yes this is a trading game. But how many people come home from work and have time for this and have time to ENJOY it? No, it's not fair, you can't ever make it fair to everyone, but there's no reason to make it excessive. The Midieval Fair was fun because it was just a game, you didn't have to sit around for hours upon end everyday to get what you needed. I could come home from class and play for a few hours, have fun knowing I didn't have to sit there and F5 every 20 minutes everyday for so many hours it become unfun and boring, just to get everything I LIKED (not for completion).
Limiting payout and tokens or extending the time of the event or cutting the banner cooldown is really all I can think of if one wishes to have so many items and pets and a disparity of tokens required for them all.
