A question - how can you be level 2 for the adopts when you need a builder & food gatherer to be level 2? Or are these goals you have to achieve to get to 3? I think the level system is a bit confusing, at least for me.

Get your founder
Create a personality for your founder

* to get level 3 you will
Describe your tribes environment/village in either art or writing
Get a food gatherer
Get a builder

and so on
