2-3 sounds fine, and its in keeping with the plot. We can just say there are some shallower portions of water where horses can wade from one island to the next. It makes things more interesting that way anyways. :3

Perhaps the owners can decide themselves whether they want their horses fenced off or roaming free?

I don't think so...perhaps once or twice owners can hold unproffessional comps in which people who enter can win breedings or que. But not actual annual comps.

See I think that would be a good thing except not in the rp itself, how are you to calculate exactly who wins in the end? People could get feelings hurt etc. I'm not sure about this..
