If the Kal was missing an eye via in injury (so like an empty socket or the like,) then it would be allowed and considered rare.
If it was completely eyeless (so just smooth skin/no sockets), however, that would not be.

and from what I was told, it is allowed? In the sense that its a rare mutation - a birth defect type thing.
Is that not the case anymore or..?

The examples that were linked in your post still showed where the eyes used to be; in a lot of those cats, they were likely born with a condition that caused them to have very small eyes (oftentimes with the eyelids growing over the eye) or no eyes at all (but still had eye sockets.)
Either way, the cats shown still have some sort of scar tissue/eyelids/socket, which leads to the original point made; if a Kalon is missing one or both its eyeballs and still has the socket (and an eyelid), it would be allowed and considered a rare trait.
If a Kalon is missing both it's eyes and there is no eye socket/eyelid, then that is not allowed.
(If it was missing one eye only, then it would be alright for the missing eye to not have a socket/eyelid, as it would be Cyclopsism/Cyclopia.)
However, I think the confusion lies within the definition of "socket"?
Even if its healed up and smooth, a missing eye would still have an eye socket in the skull, as the eye socket is naturally a cavity within the skull.
Buuuut if you change the skull shape and say there's no socket period, then that's not allowed because you're changing the skull's structure.
